Shimal Fort, also known as 'Sheba's Palace,' is an ancient fortification from the Islamic era, which was connected to the town wall of Julfar, a prominent trading port and settlement. Believed to have served as the residence of the Ruler of Julfar, this fort played a significant role in the region. The town wall, which ran about 7 kilometres from the lagoon to the south of present-day Ras Al Khaimah to the mountains, was a 4-5m high defensive barrier with watchtowers every 150 metres.


Situated on a plateau overlooking the plain and settlement of Kush, later known as Julfar, the fort takes the form of a long rectangular structure. It dates back to the 11th century, built around the same time as the town wall when Julfar thrived as an important port. Kush served as the administrative center during this period. However, in the 13th century, Julfar came under the influence of the Kingdom of Hormuz, and the coastal area of Al Mataf flourished while Kush was abandoned.


Despite the decline of Kush, the town wall remained a crucial fortification until it collapsed in the mid-18th century. Meanwhile, Sheba's Palace, Shimal Fort, assumed the role of a refuge fortification.
